Councils working together to develop a new NCA Strategic Plan
The NCA is bringing its seven member Councils together to develop a new Strategic Plan for 2027–2031, building on the current plan and responding to the changing needs of Melbourne’s rapidly growing north.
The process is deliberately thorough. Rather than moving straight to a list of advocacy asks, Councils are first testing the issues that matter most to the region and considering where collective action will have the greatest impact.
Council working groups are leading this work across key areas such as transport access and connectivity, jobs and skills, and community wellbeing. They are reviewing the current strategic themes against Council priorities, evidence and data, existing programs, regional relevance and government policy. They will also identify emerging issues, gaps in knowledge and opportunities for stronger regional collaboration.
The Strategic Plan 2027–2031 will set the NCA’s overall direction. The result will be a clear, evidence-based plan shaped collectively by seven Councils and designed to provide a strong foundation for the NCA’s work with government, regional partners and stakeholders.
